October 28, 2019, Statewide Advocacy and Information-to-Use Conference Call Agenda and Materials

Call Topics:

(1)  Tony Carvalho, FCA legislative advisor, reviewed Florida’s Long-range Financial Outlook and how the projections impact Florida’s appropriation requests to support arts, arts education, and culture.

(2)  Announced FCA’s new Tallahassee team of three experienced professionals at Capital City Consulting.

(3)  Reviewed the ranked lists of Florida Department of State (DOS) Division of Cultural Affairs (DCA) 2020-21 matching-grant recommendations for the 2020 Florida Legislature’s funding consideration.  Also reviewed what Secretary of State Laurel Lee recommends in the Department of State’s 2020-21 Legislative Budget Requests.

(4)  Reviewed the 2019-20 FCA advocacy-resource materials for advocates to use in their advocacy efforts:

(7)  Outgoing FCA President and CEO thanked those on the call for their continued commitment to speak up for arts, arts education, and culture and introduced the new FCA President and CEO Jennifer Jones.

(8)  Congratulated Karen Peterson, the featured artist under “Artists & Issues” at www.flca.net.  Requested nominations for this feature.  Reviewed the upcoming Americans for the Arts National Marketing Project Conference is in Miami November 15 through 18.

September 2019

The September 2019 statewide advocacy call was postponed due to conflicts in scheduling and those topics will be reviewed and discussed on the October 28, 2019, statewide call.  

August 26, 2019, Statewide Advocacy and Information-to-Use Conference Call Agenda and Materials

Call Topics:

(1)  Reviewed and discussed 2019-20 Statewide Advocacy Calendar.
(2)  Reviewed and discussed 2019-20 Suggested Advocacy Steps.
(3)  Reviewed and discussed the importance of making a presentation at one of the county local legislative delegation meetings.  The most recent schedule for delegation meetings was provided and Orange County representatives shared their notes and list of presenters they used at their Orange County delegation meeting.
(4)  Reviewed easy and quick profiles for each county of state and federal policymakers who represent the interests of specific counties in either the Florida Legislature or the U.S. Congress.
(5)  Tony Carvalho, FCA lobbyist, reviewed the early upcoming details of the 2020 Florida Legislative Session and what advocates should know.  He said on the FCA September 23 statewide advocacy call, additional information on budget projections should be available.
(6)  Reminded advocates to please participate in the statewide thank you campaign.  Details on how to participate and who to send personal thank you letters to were provided.
(7)  Reviewed what 2019-20 DCA matching grants will be by county.
(8)  Reviewed the preliminary lists of all 2020-21 DOS DCA matching-grant applicants by counties and DCA funding categories PRIOR to DCA panel meetings.
(9)  Dr. Kathleen Sanz, executive director of the Center for Fine Arts Education and Florida Music Education Association and current president of the National Association for Music Education and Leiland Theriot, executive director of the Florida Alliance for Arts Education, gave updates on state and federal issues and services related to arts education.  
(10)  Reviewed the latest federal arts-related issues and how advocates can follow up on these federal issues.
(11)   Reviewed other upcoming conferences and major events of interest to field:  National Arts in Education Week of September 8 through 14; Creating Healthy Communities September 23 – 24;  National Arts and Humanities Month is October; Americans for the Arts National Marketing Project Conference is in Miami November 15 through 18; and Karen Peterson will be the next featured Florida artist under Arts & Issues.

(1) Details to participate in the statewide thank you campaign to demonstrate appreciation for the partial restoration of appropriations — $21.2 million — to fund 2019-20 recommended Florida Department of State (DOS) Division of Cultural Affairs (DCA) matching grants.
(2)  Reviewed what 2019-20 DCA matching grants will be by county.
(3)  Reviewed the preliminary lists of all 2020-21 DOS DCA matching-grant applicants by counties and DCA funding categories PRIOR to DCA panel meetings.

(2)  Initiated statewide thank you campaign and shared Excel files of those to thank and their addresses and suggested points to include in the personal thank you letters.

(1) Representatives Anna V. Eskamani and Carlos G. Smith were guest speakers and reviewed highlights of the 2019 Florida Legislative Session where legislators voted to partially restore Florida’s investment to $21.2 million to fund 2019-20 Florida Department of State (DOS) Division of Cultural Affairs (DCA) matching grants.
(2)  Reviewed upcoming June 3 DCA grant deadlines for DCA 2020-21 grant applications and dates for panel meetings.(3)  Reviewed what 2019-20 DCA grants will be if Governor DeSantis approves budget.
(4)  Updated participants on DCA’s work to update its statewide planning document.
(5)  Reviewed important 2019-20 advocacy dates that advocates need to put on their calendars now.
(6)  Reviewed the latest federal arts-related issues and how advocates could follow up, including the CREATE ACT.

April 2019 Call

Call Topics:

(1) Ryan Stubbs, Senior Director of Research at the National Assembly of State Arts Agencies, reviewed the latest Bureau of Economic Analysis Arts & Cultural Production Satellite 2016 data for the U.S. and Florida and the national ranking of state arts agencies’ annual appropriations.
(2)  Tony Carvalho, FCA lobbyist, updated and reviewed what to expect and do during the legislative budget-conference meetings that should start this week.  These budget-conference meetings will work out the differences between what is in the House and Senate proposed FY 2019-20 state budgets. 
(3)  Reviewed and discussed the revised ASKS of the 2019 Florida Legislature to fund 2019-20 DOS DCA matching grants.  We emphasized the important for all advocates to pay close attention this week to action alerts and to follow through on them in a timely manner. The goal is restore funding to the highest levels possible to fund 2019-20 DCA matching grants.
(4) Encouraged participation in two upcoming events and shared article links regarding cuts to the DOS DCA matching-grants’ programs.

March 2019 Call

Call Topics:
(1)  Reviewed what the 2019 Florida House and Senate recommend in their first-round of proposed FY 2019-20 state budgets to fund the Florida Department of State Division of Cultural Affairs’ matching grants.
(2)  Reviewed, discussed, and approved our revised ASKS of the 2019 Florida Legislature to fund 2019-20 DCA matching grants.
(3)  Reviewed and discussed suggested advocacy steps and resources to use now to help restore funding to the highest levels possible to fund 2019-20 DCA matching grants;
(4)  Shout out to all those who participated in Arts & Culture Day 2019 on March 13 and Americans for the Arts’ National Arts Action Summit on March 4 & 5;
